LOS ANGELES — A 15-day outdoor watering ban took effect for 4 million Los Angeles County residents on Tuesday as crews make emergency repairs to a pipeline that delivers water to Southern Californians, according to the Metropolitan Water District of Southern California.

The 36-mile Upper Feeder pipeline, which carries water from the Colorado River to Southern California, began leaking earlier this year, officials said. The agency made temporary repairs and continued using the pipeline at a reduced capacity but scheduled permanent repairs to be made from Tuesday to Sept. 20, during which the pipeline will be offline.

The Kansas City Star reported Friday that Kris Kobach resigned after the organization and Steve Bannon, a former ally of Donald Trump, were indicted Thursday in New York and accused of transferring hundreds of thousands of dollars raised for the wall to third parties. Kobach resigned from the organization's board and as its general counsel. He has not been accused of wrongdoing by federal or New York prosecutors.

The WNBA will crown a first-time champion when the Las Vegas Aces and the Connecticut Sun meet in the Finals starting Sunday. Both franchises have come close. Connecticut lost to Washington in the 2019 Finals and Las Vegas to Seattle a year later. It’s the Sun’s fourth trip to the finals, also advancing that far in 2004 and 05. The Aces also made the championship round in 2008 when the franchise was still in San Antonio and coach Becky Hammon was a player on the team.

Former President Barack Obama told the Harvard men’s basketball team that the sport taught him “it wasn’t just about me.” He wants the players to remember that when they move on to other, more consequential, endeavors. Obama said it's unlikely they will become the next LeBron James or Stephen Curry. But they have a better chance of becoming leaders in health care or business or civil rights. The former president graduated from Harvard Law School in 1991. He's the latest guest that coach Tommy Amaker has had speak to his team about the world outside of basketball.

Croatian authorities say a passenger train and freight train have collided, and several people are dead or injured. Police say the collision happened around 9.30 p.m. Friday near the town of Novska, which is close to Croatia's border with Bosnia. Police say emergency teams have been sent to the site and a rescue operation is underway. Police have offered no further details, but Croatian media say the passenger train crashed into a stopped freight train. The reports say one of the trains overturned in the collision.

Sean Payton isn’t on the sidelines this season, but he will have a great viewing spot for games on Sunday. The former New Orleans Saints coach will be spending his weekends on the Fox Sports set in Los Angeles as a studio analyst for their NFL shows. Starting Sunday, Payton will appear every week on “Fox NFL Kickoff,” which airs at 11 a.m. EDT and will rotate on “Fox NFL Sunday” with Hall of Fame coach Jimmy Johnson. Whether this is a one-year deal or longer for Payton remains to be seen. He isn’t far from the minds of fans and league executives since he figures to be the top candidate for any opening.

The Tennessee Titans agreed to terms on a multiyear contract extension with safety Amani Hooker. Terms of the deal were not announced. The Titans open the season on Sunday while hosting the New York Giants. Hooker said the extension shows how much the Titans believe and trust in him. His job is to help Tennessee win a Super Bowl. Hooker is going into his fourth season starting 15 of 44 games since Tennessee drafted him out of Iowa in the fourth round of the 2019 draft. He is tied for third-most interceptions among safeties drafted in 2019.

Authorities say a dispute between two brothers led to a triple murder and suicide last month in a North Dakota wheat field. Towner County Sheriff Andrew Hillier said autopsy results and evidence at the scene suggests 59-year-old Robert Bracken killed his brother, his own son and a third man before shooting himself on Aug. 29. The dead included Bracken’s 64-year-old brother Richard Bracken; Robert’s 34-year-old son, Justin Bracken; and 56-year-old Douglas Dulmage. The Brackens had been working the harvest for Dulmage in his field south of Cando. Hillier says an investigation found that Robert and Richard Bracken had been in a dispute “which had been escalating for a week or more” before the shootings.

Republicans have gone to court to attempt to block North Carolina board of elections actions that extend the absentee-ballot receipt deadline this fall due to a holiday. The Republican National Committee, state Republican Party and the Clay County GOP chairwoman sued in Wake County court on Friday. They want a judge to declare the board is violating state law and the state and U.S. constitutions. The lawsuit contends the board's executive director lacked authority to move the absentee ballot deadline from the Veterans Day holiday to the next work day. They also say other action by the board could limit movement for polling site observers.

Milwaukee right-hander Freddy Peralta was placed on the 15-day IL with inflammation in his throwing shoulder Friday night before the Brewers’ game against the Cincinnati Reds. The 2021 All-Star left during the third inning of his start Thursday night in Milwaukee against San Francisco due to fatigue in the shoulder. Milwaukee recalled right-hander Justin Topa from Triple-A Nashville. Peralta was put on the IL on May 23 with a strained right lat. Since being activated Aug. 3, he made seven starts, reaching six innings in two of them.

Montana health officials have made permanent a rule that blocks transgender people from changing their birth certificates even if they undergo gender-confirmation surgery. Friday’s move by the administration of Republican Gov. Greg Gianforte comes just days before a court will hear arguments on the legality of a similar rule adopted by the state on an emergency basis in May. Prior to the two rules, state Judge Michael Moses had temporarily blocked enforcement of a 2021 Montana law that made it difficult for transgender people to change their birth certificate. Transgender rights advocates say only Tennessee, Oklahoma and West Virginia have similar sweeping prohibitions against birth certificate changes.

Prosecutors have charged a Minneapolis man with three counts of murder and three counts of attempted murder in a weekend shooting that left three people dead and two wounded. Authorities say 41-year-old Antonio Dupree Wright shot and killed 33-year-old Angelica Gonzales, 42-year-old Cory Freeman, and 44-year-old Maisha Spaulding inside a St. Paul duplex. A man and woman were found outside with gunshot wounds, and another man hid under a couch during the Sept. 4 shooting. The man who was injured told police he believed Wright was a heroin dealer who shot people he thought were snitching on him. Wright was arrested in Chicago and will make a court appearance after he is extradited to Minnesota.

The Supreme Court has temporarily blocked a court order that would have forced Yeshiva University to recognize an LGBTQ group as an official campus club. The court acted Friday in a brief order signed by Justice Sonia Sotomayor that indicated the court would have more to say on the topic at some point. The university, an Orthodox Jewish institution in New York, argued that granting recognition to the group, the YU Pride Alliance, “would violate its sincere religious beliefs.”

A bill to rename Mishawaka’s Veterans Affairs Clinic after late U.S. Rep. Jackie Walorski is headed to President Joe Biden’s desk for his signature. The bill passed the U.S. House last month, and Indiana’s two Republican senators, Todd Young and Mike Braun, introduced an identical version in the Senate, which unanimously approved it Thursday. The legislation would name the health center the “Jackie Walorski VA Clinic.” Walorski and two members of her staff died Aug. 3 when their SUV crossed the median of a highway in Elkhart County and struck an oncoming vehicle.

Their goal is to create a blueprint for protecting abortion rights now that the U.S. Supreme Court has overturned Roe v. Wade. The meeting comes as Californians prepare to vote on adding abortion rights to their state constitution. But replicating California's abortion rights successes in other states and at the federal level will be difficult. California is dominated by Democrats who support abortion rights. Congress is closely divided. Opponents of abortion have also mobilized nationally.

Lens defender Kevin Danso has led Lens to a 1-0 win against Troyes and the northern side moved to the top of the French league on Friday. Holton Herta refuses to wonder if Sunday's season-ending race is his final IndyCar start for now. His name is thick in the Formula One rumor mill and an advisor to Red Bull says a deal is in place to make Herta the first American on the F1 grid since 2015. Herta says that was news to him and he's not considering his future plans until after the IndyCar season. Herta also says he'd prefer not to receive an exemption to earn the Super License to compete in F1. He'd like FI to put a heavier emphasis on IndyCar competition.
